I have resolved the problem to my satisfaction by limiting the BITS data
transfer rate and hours.
My real problem is that at the rate it is transferring data I will exceed my
monthly allocation and my internet access will be 'shaped'.
I will now allow BITS to run at a slower rate and hopefully all jobs will
still complete but over a longer period of time.

I'm actually not entirely sure of its effect but there is a change to BITS
that is popularly suggested, changing it from background to foreground mode.
This is however a manual change. If it changes behaviour in the way I
believe, and you have implemented this change, it may cause BITS traffic to
impact in the described manner. Fact is, I ain't sure though.

You can inspect the jobs in BITS using BITSADMIN (download from MS if not
already on system). From a DOS prompt 'bitsadmin /list /allusers' with also
possibly /verbose.

Sounds to me like it is WSUS downloads.

By trial and error I have found that if I disable the 'Background
Intelligent
Transfer Service', the data transfer stops.
Is there a way I can manage what bandwidth the BITS can use?

Since installing SBS 2008 (migration from 2003) the server appears to

1/5 is sent and 4/5 received. I have disabled automatic updates and
scheduled Forefront to only check once per day but something else is
