Problem: when we create a new user in the Domain the setting for that user
are set to use the proxy setting. We have to manually uncheck the "Use a
proxy..." box and check the "Automatically Detect" box in the Lan Settings in
Connection in Internet Options.
Question: how do we change the default so a new user's settings do not
check the "Use a proxy" box?
