The CEICW does all this server side configuration for you in SBS 2003. Why
try to do it manually?

I would look at the Daniel Petri's instruction page.
There are certificates to configure, ports to change and other settings,
so it would be a good guideline.

I want a laptop user off the network at home to be able to use his outlook
2003 (not though the rww), his outlook. Is this called the "outlook
anywhere"
His computer is not part of the domain but he is set up as a user. Can I
still set up his email so he can get exchnage email through his outlook
at
his home?
If I do need to make him part of the domain, can I join the computer
through
a VPN connection or do I have to bring his laptop to the office?
I was reading on outlook anywhere and to set up the http email, but
wouldn't
that conflict if I did happen to join him to the domain and exchange
settings?
