According to your description, I understand that:
Tcpsvcs.exe is terminated unexpectedly on your SBS 2003 R2 server.
If I have misunderstood the problem, please don't hesitate to let me know.
Suggestions:

As it was reported that tcpsvcs.exe may crash when DEP is enabled. You can
also try to set the DEP for essential windows programs and services only to
check how it works. To do that:
1. To open System Properties, click Start, click Control Panel, and then
double-click System.
2. Click the Advanced tab and, under Performance, click Settings.
3. Click the Data Execution Prevention tab.
4. Select the "turn on DEP for essential windows programs and services
only" and click OK.
5. Then check how the wizard works.
If you don't want to turn on DEP for essential windows programs and
services only, you also can have a try to add the tcpsvcs.exe (in
C:\Windows\System32) to the list of exceptions.
If the issue persists, please help to collect the following information for
further investigation:
1. What is exact error you encounter that indicates you should install
hotfix 251180? Could you please paste the whole event log or error message
word by word?
2. Please collect the Setup MPS report on SBS 2003 server that includes the
event logs and send it to me at Miles Li <mailto:v-mileli@xxxxxxxxxxxxx>.
