Amnon, the devil is in the details.
When Russ suggests running IE as Administrator he _IS NOT_ asking you to
enable the admin account and sign on using it, the instructions are pretty
explicit, rt=clk, 'run as administrator'.
try
http://blogs.technet.com/sbs/archive/2007/04/10/installing-a-self-signed-certificate-as-a-trusted-root-ca-in-windows-vista.aspx
These instructions are also pretty explicit but people seem to gloss over
the details and do not receive the acknowledgment in step 8. If you do not
receive the ack pictured in step 8 the process has failed even though you
may get a 'Certificate import successful' message (a much smaller dialogue
box with much less information). If you get that ack you should be right.

Well Vista is
When you Started Vista You need to RIGHTCLICK and RUN as "Administrator"
then when you install the Cert Manually Place it in the Trusted Root.
(I'd suggest deleting the one you have in there first.)
Then you would be good to go.. :)
