Thanks for responding me.

As I indicated, the WSUS 2.0 is first included in SBS 2003 R2. From your
description, your SBS server is indeed R2 version. Actually, WSUS is not
listed as "WSUS" in Add/Remove program list, but listed as "Windows Small
Business Server 2003 R2". So please select the "Windows Small Business
Server 2003 R2" to uninstall WSUS. When I say "To uninstall the SBS 2003
R2" in my last reply, I really mean uninstall WSUS 2.0 , not the SBS OS. I
am sorry for the confusion it caused.

Therefore, please just follow the instruction in my last response to
uninstall WSUS and reinstall WSUS and then check the issue again.
