Turns out the Group policys were created on the terminal server. The previous
support company made the terminal server an active directory server as well.
I went into active directory users and computers and used that group policy
editor to view and see the changes made. I was then able to make my changes.
My next task will be to remove active directory from the terminal server.

In the Windows Server 2003 group policy, when a GPO is created the ADM
folder is also created in the folder
\\SBSserver\SYSVOL\<domain.local>\Policies\<GPO GUID>\ADM. By default,
the
following ADM files will be copied to the ADM folder.
conf.adm
inetres.adm
system.adm
wmplayer.adm
wuau.adm
Once these files are missing from the folder, administive templates
will
disappear from in the Group Policy Editor. To correct the issue, please
make sure that those files are in the relative folder for the GPOs. If
they
are missing from the folder, you can copy those files from the
%systemroot%\inf. Moreover, you can also get those files from:
Group Policy ADM Files--->2003admsetup.msi

If those files already exist in the folder, please pack the ADM folder
and
