I can make changes as administrator on the client, but the changes don't
persist when I log on as the user. So I guess I need to use group policy. I
read the link you referred me to. How do I import an ADM template? How do I
use it once I do?

I am new to server administration. I am trying really hard not to give
admin rights to users, but I keep running into roadblocks like this. I found
a 58-page white paper on using administrative template files. Can you help
me get started without going there?

When you log in as an administrator, can you make the change to associate
jpg with whatever you want?
If you then have the user log in as him/herself, does the change persist?
If not, it's a per user thing (some file associations are). You could
temporarily grant the user local admin rights (adding him/her to the local
admins group) or check out this page to do it via group policy
