How Can I have 12 connections with just 5 CAL's. I think is would be too
expensive buying more CAL's just to give access to shared folders. Is there
another way?

That message is telling you, correctly from your description, that you have
5 licenses. These come with the base product. It is also telling you, but
this part is almost never accurate, as it does not count very well, that you
have at some time recently had 12 connections.
SBS licenses are sold either Standard or Premium. In either category you
can purchase and use either User or Device. They are not "assigned". You
simply purchase enough of each type to match the actual usage on your
network.
User licenses are designated (but not assigned) to the person. Let's say
Joe. Joe can connect to your server from any location, using any device...
desktop, laptop, phone, rent a computer, cyber cafe, it doesn't matter.
Device licenses are designated (but not assigned) to the device. This is
most useful for shift work.
You can have as many of each as you wish, up to the combined max limit of
75.
You can track how many you have and need in a spread sheet or on a yellow
pad, but it is your responsibility to purchase and install the correct
number of each. SBS does not count or track them, except, as you see now,
when the count exceeds the number of licenses installed it starts to send
warnings and hiccups.

How can I asigned CAL to my users? Or I can leave "free" until somebody

it and then let it free again for another user? I read something like that

You are in violation of licensing. (most probably)
SBS 2000 used 'simultaneous connections' to track licensing but
SBS2003
does not. In SBS2003 an SBS CAL must be _permanently_ assigned to
either
a 'user' or 'device'. Simplistically, 40 users require 40 'user'
CALs.

I am running a Win2k3 SBS, I have at most 40 users. The users open
files
from
the server, but in a certain moment they get this errors:
- The server has reached the maximum number of sessions it supports.
- The server has reached the maximum number of connections it
supports.
- The server cannot open more files because it has reached its
maximum.
I checked the number of the sharing sessions and the conected users,
it
is
below 20. I terminate some sessions and the users are allowed to
open
files.
Is there a way to increase Maxuser, Maxconnections, Maxopens?
P.S. My users runs WinXPSP3
