A google on this "hardware com port test" turns up many hits. Also, download.com will turn up several programs you can try.
I kept my old copies of several commercial programs that booted on a dos floppy and would test the hardware.
I pretty much quit using them when the memory tests began to take 24 hours for a single pass and the first tier systems, Intel and the like reduce their prices so as to make it unnecessary to buy non branded stuff fresh off the boat. (Pssst....Hey buddy, want to buy a motherboard?) <g>
First tier stuff was so reliable that testing proved to be a waste of time. But I still keep all that stuff, and occasionally turn up a bit of failed hardware. Like you I have the parallel and serial loopback testers still.
BTW, there are now memory tests that will do 100 passes overnight on a GB of RAM, so they must do something differently than the older ones.

What hardware i/o diagnostic tests do you suggest? I have an RS-232
loopback connector somewhere but have not used it since Win 3.11 days and
cannot remember the testing procedures I used then.

Any chance that the UPS also has USB?
Are the parameters for the COM port set to the specs that the UPS requires?
Does the COM port pass basic i/o tests.? Hardware level tests may find that
the port or the cable is defective.
Is the UPS mfg software installed? Does it detect the UPS?
And is the UPS service in Control Panel active or disabled. As I remember
this it should be disabled if you use the mfg. software, but you could try
it both ways, or at least to the mfg recommendations.
