Ok, so what error are you getting with a telnet session run against a mail
server?

Positive, checked on several account - messages doesnt come trough.
Cant send with telnet, problem with accounts, doesnt recgognize external
recipients.
Checked OWA over LAN
Client configured for 2 accounts exchange + pop3
Checked network monitoring tool, seems to be everything ok, connection
being established with external server + communication looks ok as well.

Are you absolutely certain it is not arriving at the destination? Can
you send a message using telnet?

Are staff using OWA remotely or on the LAN? The Outlook clients are
configured for Exchange, not POP3/SMTP?

It's not being eaten by anti-spam measures due to some quirky difference
in the Outlook signature (Outlook vs OWA) or similar?

Interesting thing happen to one of my clients,
conf;
SBS 2003 ,sp2
exchange setup to resend emails from LAN to bigger mail exchange
through SMTP connector.
Clients can send email messages from OWA, but when send trough ms
outlook message never gets to recipient. When track email getting info
that message has been transfered to external smtp. No errors in log, no
not delivery notice.
Tests done with and without firewall and antivirus scanner.
