I've finally resolved this. After loading SP1, I finally started getting
sync error messages. I was getting a This process cannot access the file
error. A search of this error turned up a registry edit to enable oplocks on
the Vista computer (oplocks was already enabled on the server).
process to resolve:

1. Load Vista SP1.

2. Enable Oplocks on the Vista Client.
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\mrxsmb\Parameters]
"OplocksDisabled"=dword:00000001
Change this value to zero.

3. Format the Cache by running this command in the run line.
REG ADD "HKLM\System\CurrentControlSet\Services\CSC\Parameters" /v
FormatDatabase /t REG_DWORD /d 1 /f

4. Reboot

Offline files are working after this.

Lots of fun for something that always worked in XP without the hassle. I've
probably got 4 hours wrapped up in this as compared to zero hours with XP.

On a side note, I checked the registry on my Vista bench computer and the
Oplocksdisabled dword does not exist and my offline files works fine without
all of this hassle. My computer is a straight Vista load from the action
pack disks. This could be some kind of change the Tier one oems are making
in their Vista preloads. I can't imagine why they would do this. I'm also
running Vista 64 and these are Vista 32 so I guess that could be the
difference also. Just something I'll be keeping in mind when I run into
branded computers. Microsoft may be off the hook with this one, I'll be
keeping a watchful eye out.

Quotas have been off during this entire process. I've also verified that
the
cache size is large enough on the Vista Client.

No errors or warnings in Sync center.

Server has all updates.

Oplocks is on as far as I can tell

I've run the command to format the cache.

If I open documents and click on a file at the bottom of the window it
says
"Offline Availability: Not Available". If I right click the file the
menu
has "always available offline" checked and it is greyed out (I'm using
group
policy to redirect the documents folder). If I select properties and
go
to
the offline files tab, it also says always available offline, but
nothing
is
available offline.

I keep googleing and see lots of people with this problem, but I can't
find
a solution posted anywhere other than going back to XP, which as much
as
I'd
like is not an option.

Well it had to happen, I have an SBS Network with Vista Clients.

Server is SBS 2003 Premium.
Clients are Vista Business.
Documents Folder has been redirected to the Server.

Problem. Documents are not available Offline on the Vista Clients.
The
Documents Folder Properties on the client has Available Offline
Checked
and
it is grey out so it can't be changed, but none of the files are
available
offline.

I've found the web articles about opportunistic file locking, and
have
already made these changes on the server. It did not work. Please
don't
link me to articles about this. Something else is causing this and
it
has to
do with Vista. I've never had a problem with XP Clients.
