According to your description, I understand that:

In the SBS domain, a specific Windows XP client computer cannot send and
receive the FAX with the FAX service on the SBS server.

If I have misunderstood the problem, please don't hesitate to let me know.

Suggestions:

From the description that on the Windows XP client administrator account
can send and receive properly. It seems like the issue is this Windows
client specific and is related to the permission problem. I'd like to know
whether you modified the permission on some system folders (such as temp
folder) recently. When a user sends (receive) a FAX, the temp
(%systemroot%\temp) folder will be used to store the temporary FAX files.
When the Users group doesn't been granted the proper permission on the temp
folder, the Event 32026 & 32068 will logged. To verify the permission on
the TEMP folder:

1. On the problematic Windows XP client computer, type "%systemroot%\temp"
and press enter in the Explorer.
2. Right click the temp folder--->Properties--->Security tab.
3. Verify whether the Users group has the following permission:

Traverse Folder / Execute File
Create Files / Write date
Create Folder / Append data

4. If the Users group ACE is missing, you may manually grant users group
proper permissions and then check how it works.

If the issue persists, please help to collect the following information for
further investigation.

Information needed:

1. When a user logs onto the Windows XP client computer, can he access the
shared fax to open the fax console via \\server\fax successfully?
2. A user that cannot send FAX on the Windows XP clients is able to send on
the Windows Vista client. Is that right?
