You probably have a windows service that actually *is* fluttering and thus causing the problem. Likely culprits are the licensing service and such similar services. Start by looking in your event logs and finding more details on what might be happening then you'll have service failure codes to help resolve the problem.

The Windows SBS server 2003 R2 System Up Time monitor thinks that the server.
is constantly restarting.
I had to remove and reinstall the server monitoring software because of
database corruption. After un-installing the software, the SQL database
software (including old databases), and then reinstalling the software the
monitoring agent thinks that the server has restarted every 1 minute.
I haven't found anything on the Web so far about this issue. Any suggestions
of what to look for will be appreciated.
