SBS 2003 Fax: Unable to Route to Email

I have incoming faxes configured using the SBS Fax to route to email and save
to a folder. The faxes are being received without any problems. Each fax is
routed to the folder I have specified - no problem there. But the fax never
gets emailed.
THE FOLLOWING ARE EVENT VIEWER ERRORS I GET (there are 2):

THINGS I HAVE TRIED TO RESOLVE THE ISSUE:
1. Verified that I can send email. Also "telnet localhost 25" is successful.
2. Enabled the "Route through e-mail" incoming method in the Microsoft Fax
Service Manager.
3. Verified my Receipts settings:
- Enabled Message Boxes as Receipts
- Enabled SMTP e-mail receipts delivery
- From email is the default: SBSFaxService@xxxxxxxxxxxxx
- Server address is the server name (SBS) Note: "telnet SBS 25" also works
- Port is 25
- Enabled Use these SMTP settings for the Route Through E-Mail incoming
routing method
4. Have re-registered the cdoex.dll and cdo.dll files
5. Have removed and reinstalled the Fax components from Add/Remove Programs
- Windows components, and by selecting the Change button for Windows Small
Business Server 2003 from the Program list.
Prior to uninstalling, I renamed the following locations to *.old:
- HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Fax
- HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Fax
- C:\Program Files\Microsoft Windows Small Business Server\fax
- The ''SBSMIS-FAX.log'' file under ''C:\Program Files\Microsoft
Integration\Windows Small Business Server 2003\Logs''.
- The ''SBSMSI-faxcfg.log'' file under ''C:\Program Files\Microsoft
Integration\Windows Small Business Server 2003\Logs''.
- The ''faxsetup.log'' file under ''C:\WINDOWS\''.
NOTE: The C:\Program Files\Microsoft Windows Small Business Server\fax was
not recreated on it's own during the reinstallation of the fax components.
When I ran the SBS setup to add the fax components again, the location to
install the components to was c:\windows, and it was not changeable. I
wonder if that is why the orginal location of C:\Program Files\Microsoft
Windows Small Business Server\fax was not re-created? At that point, I
renamed the fax.old directory back to fax so the fax wizard would run again.
Also, another note on this step: At the end of the process of installing or
removing the fax components with the SBS 2003 setup, after clicking the final
"Finish" button, I could not close the Add/Remove Programs window for several
minutes. During this time, the following event viewer warnings were logged:
47, 40, 42, 35 - most of these occurred a number of times for a total of 18
entries. The source of these logs are WinMgmt, and the descriptions begin
"WMI ADAP was unable to retrieve data from the PerfLib subkey...", "WMI ADAP
was unable to create the object...", or "WMI ADAP was unable to load the..."
6. I've rerun the CEICW and selected the "do not change" option each time
prompted.
7. I've restarted the fax service many times after trying each of the above
things.
8. Made sure that both the Receipts Authentication section of the Fax
Properties and the Access Control Authentication of the SMTP Virtual Server
has the "Annonymous" checked

I should probably note that our email is hosted offsite, so we have the POP
connector configured to download our email to it's associated Exchange
mailbox. This SBS server sends all email. That is why I'm trying to get the
faxes routed to someone via their local exchange address. I've tried the
real world email domain as well, but the problem is still the same.
I'm not sure what else to try, and I'm not feeling like I got a true
reinstall. I do have the fax reconfigured again, and incoming faxes are being
directed into the folder again - just still not getting routed by email.
Anyone have any ideas or suggestions?
