I did not know this would technically be a violation of the license. This
helps me clarify my understanding of RWW and RD.
When a mobile user logs in and accesses his or her desktop [provided we have
enough CALs for this user], this is also using Terminal Services. Right?
But they can do that. Right? This does not count towards one of the
Terminal Services Administrator licenses. Right?

Yes, it means "administrative tasks". Signing in as a user with
administraive rights and doing non administrative tasks is technically a
license violation, and a *really bad* practice.
Is there away to add terminal server licenses to a SBS without adding
a physical/virtual server?
If no ternminal server is installed, then how do I terminate the
rogue users out there that are not really connected anymore?

The SBS box itself allows only 2 RDP connections for administrative
