Thanks for your post.
Based on experience, this kind of issue may occur if the clients' FAX
components are corrupted or some network communication issues between SBS
server and clients. Please check if the following articles can be of help.
Error message when you try to send a fax by using the "Set priority: High"
option in Windows Vista: "This message could not be sent. Access is denied"

Error message when you try to use the Windows Fax and Scan feature to send
a fax in Windows Vista: "The message could not be sent. An error has
occurred."

Also, you may try to remove all the current fax device and re-add them from
"Printers and Faxes" then try Fax Wizard again to check this issue.
