According to your description, I understand that:
You find that the TCP/IP NetBIOS Helper and WebClient services are
terminated unexpectedly.
If I have misunderstood the problem, please don't hesitate to let me know.
Suggestions:

Generally, for a system service crash issue I would highly suggest that you
contact our Microsoft Customer Service and Support (CSS) to get a memory
dump to analyze the root cause, because this error should not happen on
this build of Windows and a memory dump is really needed to find out the
root cause.
You can speak directly with a Microsoft Support Professional to analyze the
memory dump. For a complete list of Microsoft Product Support Services
phone numbers and information about support costs, please go to the
following address on the World Wide Web:

Besides, please first check if there is any third-party applications
installed on the SBS server that may crash the system services. Did you
recently install any applications on the clients/server? To narrow down the
root cause, please perform a Clean Boot on the SBS server so that we can
isolate any programs that are loading at startup that may be causing a
conflict with system service. To do that:
1) Run MSCONFIG.EXE. (MSCONFIG is a built-in tool for Windows XP\2003
systems.)
2) In the Services tab, click "Hide All Microsoft Services" and click
"Disable All". Please note that the Exchange services could be marked as
non-Microsoft. Please do not disable those services.
3) In the Startup tab, click "Disable All". Click OK. (This will
temporarily prevent third-party programs from running automatically during
start-up.)
4) Restart the computer. Does the problem still persist?
If the problem does not occur, it indicates that the problem is related to
one application or service we have disabled. You can use the MSCONFIG tool
again to re-enable the disabled item one by one to find out the culprit.
Please note that the WebClient service is disabled in SBS 2003 Server by
default for some security reasons. You may disable the service to check how
it works. If you have to enable the service, ensure that you have install
the update that fix that security hole.
