Generally, as Dave indicated, we don't have to first install SP1 before SP2
installation. However if you have multi Exchange 2003 servers in your
domain and have front-back end structure, please note that before you apply
Exchange Server 2003 SP2 to a new Exchange front-end server, make sure that
you apply the required service packs and hotfixes to bring both the
front-end and back-end servers to the same update level. For example, if
you still have a back-end server that is running SP1, you must apply SP1 to
your front-end server before you apply SP2.

As Exchange server 2003 SP2 cannot be removed manually once installed,
please perform a fully SBS backup before your installation. Also run SBS
BPA tool both before and after SP2 installation as Larry mentioned.
