Thanks. I've made sure that the player isn't marked "Work Offline"
and I have also tried to tell it to connect to the internet
(override). I'll try the registry setting next to disable autodial.
The user can access everything else, even the media guide.. they just
cannot stream anything from any of the guide channels. The error
listed in the title occurs when I try.
The registry setting for EnableAutodial is also currently set to 0.
Is there anything else I can try?

This error "C00D10B3" generally indicates that the Internet connection is
blocked. This could be caused by the computer's firewall or Windows Media
Player may be set to work offline. You may check the following aspects to
troubleshooting:
1. Try to check whether the Internet Explorer is set to Work Offline. If
yes, try to deselect the option. If you want to continue to work offline
but allow Windows Media Player (Windows Media Player 9 Series or later) to
connect to the Internet when it needs to, you can do the following:
a) In the Player, on the Tools menu, click Options.
b) In the Options dialog box, on the Player tab, click Connect to the
Internet (overrides other commands).

2. Please make sure that the user can access Internet from those
problematic clients. Only trusted site can be accessed by the clients. This
exactly explains why streaming in the MEDIA GUIDE is all right while any
other are not. Check how it works if you lower the Internet zone Security,
accept all Cookies and add the media sites into the IE trusted sites in the
Internet Explorer.
Alternatively, try deleting all cookies and temporary Internet files.
3. If the issue persists, try to disable the AutoDial in the registry with
the following steps:
a) Open Registry Editor by Start -> Run -> Regedit
b) Locate the following key
"HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet
Settings" in the Registry Editor and change the value of "EnableAutoDial"
key to "0".
c) Close the Registry Editor and then restart the computer.
d) Try to play the streaming audios/videos in Windows Media Player again.
