Folder password

Is it possible to use a password to limit a folder's access by domain users
in SBS2003? if not are there third party software that can ?

This is the secnario. I have two domain users, one belonging to the power
group and the other to the remote group. Only these two users need full
access to this folder. The problem is that the administrator password is
known by other power users who can then access the folder. The other power
users sometimes need access as the administrator to work on the server. Apart
from changing passwords is there another way forward?
