Open the Group Policy Management console. R-click the Default Domain Policy -> Edit. Navigate through Computer Configuration -> Windows Settings -> Security Settings. Expand Public Key Policies. R-click Encrypting File System -> Properties. Clear the check box to enable EFS. Refresh the policies on a client PC (Start -> Run -> Gpupdate /force) and test to make sure you can't encrypt anything.
This will disable EFS, but users could still encrypt with a 3rd party app if they have enough rights to install one.

Can File Encryption be turned off in SBS 2003?
I do not want my users to be able to encrypt files/folders
