Well, if you are confident that the Netgear FVS328 is the problem, I would
strongly suggest talking to Netgear.
I have had good support from them in the past, although better when I talk
to them then when I email them.
You could also have a look at the support offerings for OneCare. Disabling
should be a standard task.

At one end I Have a SBS2003 Standard and at the other an XP laptop
connecting via broadband.
The laptop only has Outlook 2007 & OneCare installed and I tried disabling
the firewall and OneCare with no success.
I know the problem has to be with the Netgear FVS328 although the puzzling
thing is that it used to allow VPN's through. I've tried three different
FVS328's with no success.
The only reference I can see to GRE in the manual is:
"Block non-standard packets
If checked, only known packet types will be accepted; other packets will
be
blocked. The known packet types are TCP, UDP, ICMP, ESP, and GRE. Note
that
these are packet types, not
protocols."

I just fixed a problem with connecting via VPN by installing SP3 onto a
WinXP Home laptop.
Haven't had any problems yet with SP3 and VPN, but I did have to
explicitly allow PPTP through the router (Not a Netgear one).
Just to check, you are talking about a Win2k3 server behind a router
connecting to The Internet on the one end, and a computer connecting to
The Internet either via a dial-up modem of some type, or through a
router?
Is there a firewall rule on the remote computer causing problems? (Didn't
see any comments about the firewall in the Internet Security Suite I
expect you to be using on that computer).

I haven't tried to establish a VPN from a remote client for a long time,
but I don't remember having any previous problems. Did the tech guy

Yep, I agree, seen it time and time again.
Just had a tech that supports a medical system try and get access after
installing SP3 on his system last month (this was his first attempt
since SP3) and he could not get into the firewal - a PPTP Appliance.
All other users on that network without SP3 can get into the firewall.
Most times this was caused by cheap/bad router firmware on what people
mistakenly call a Firewall, which is really a NAT Router.
