Thank you for your post.
Please allow me to confirm that my understandings are correct. As I
understand it, the issue is:
Recently, incoming messages are getting stuck in 'Messages pending
submission' queue for a very long time before finally being delivered. The
CEICW failed at E-mail configuration and you finally found the SMTP service
is stopping.
If I have misunderstood the problem, please don't hesitate to let me know.
First, I would like to explain for the " Messages pending submission "
queue:
Queue: Messages pending submission
First Available: Exchange 2000 Service Pack 2
Description: This queue holds messages that have been acknowledged and
accepted by the SMTP service. Messages that are in this queue have not been
processed.
Troubleshooting: If messages are constantly accumulating, you may have a
performance problem. Occasional peaks in CPU performance can cause messages
to appear in this queue intermittently. Frequently, problems with event
sinks (for example, custom SMTP processing code for antivirus screening and
for disclaimers) cause messages to accumulate in this queue.

Based on the current situation, I would like you consider the following
suggestions:
1. Block an available time and restart SBS 2003 server so that all related
services will be restore to default status.
If the issue persists, try step 2.
2. Check if you have any 3rd party anti-spam(not only anti-virus) program
that is running.
Based on the customer's feedback and experience, this kind of issue may
also occur if SBS server has 3rd party anti-spam , for instance, GFI mail
essentials or Trend Micro ScanMail installed. The pre-submission queue is
the entry point in the advanced queuing engine. When a message is put into
the pre-submission queue, custom SMTP processing code, such as event sinks
for antivirus screening, processes the message. In this case the Sinks are
unable to process the messages.
If so, please temporarily uninstalled(not only disable, if possible) the
product and see if inbound mail flow resume or not.
3: Enable the Diagnostics Logging to Maximum
Please try the steps in the following article to enable and set Diagnostics
Logging to Maximum for MSExchangeTransport services. Then send a test
email and after a while, check if there is any warning or error message
regards to this test email in Event log.
