Hello Robbin.
Thank-you for your helpful post.
There is one thing in your understanding of the issue that is
incorrect. R2 Technologies have been removed but wont re-install
because it says there is a later version of the software.
I worked through your steps below and there was an error when i tried
the command aspnet_regiis -i
I am about to send you three pieces of information:
1) The R2_Setup.log
2) The command window contents from working through your list (or most
of it!).
3) The screen capture of the actual error when trying to do the R2
Technologies install.

P.s. the command line you had as:
MSIZAP T { A0D46DC6-8950-451A-8990-53C86E17666E}
appears to have a space between the { and the first A. The command
doesn't seem to like this so I tried it without the space and assume
it did what it should but you should be able to tell that from the
log.

Let's use msizap.exe to manually uninstall WSUS. The syntax is:
The MSIZap.exe utility is included with the Microsoft Windows Server 2003
Service Pack 1 (SP1) Platform Software Development Kit (SDK). To obtain the
Windows Server 2003 SP1 Platform SDK, visit the following Microsoft Web
site:
http://www.microsoft.com/downloads/details.aspx?FamilyId=A55B6B43-E24F-4EA3-
A93E-40C0EC4F68E5
1. Download the SDK to obtain MSIZAP
2. From a command prompt, type:
For WSUS 2.0: MSIZAP T { A0D46DC6-8950-451A-8990-53C86E17666E}
For WSUS 3.0: MSIZAP T {2C0D7E35-EE6E-4DC7-BA13-2C68AEDEB59D}
3. From a command prompt, type: sc delete wsusservice
4. Again, From a command prompt, type: MSIZAP T
{2C0D7E35-EE6E-4DC7-BA13-2C68AEDEB59D}
5. From a command prompt, type: aspnet_regiis -i
6. From a command prompt, type: iisreset
7. Re-run the WSUS 2.0 installation with your R2 technical disk.
Note: The MSIZAP switch "T" removes all info for given product code.
This should force the uninstallation of WSUS.

However, if the issue persists, please refers to the log file C:\Program
files\Microsoft Integration\Windows Small Business Server
2003\Logs\R2_setup.log. Then send a copy of the log file to me for further
