Thank you for your update.

Based on my test, I can find 6 application pools under the page. The
"StsAdminAppPool (NT AUTHORITY\NETWORK SERVICE)" is selected.

Please double click it.

If there is nothing in the drop-down list, I think your sharepoint may
corrupted. You may need to reinstall it completely.

Note: May be you can try the step II and III before reinstall.

Additional for your reference:

Event ID 1000 is logged one or more times in the Application log and users
do not receive e-mail notification when content on the Web site changes in

I am having a probl;em with Step #1 to 3 as there is nothing I see that is

I. This issue may occur if the user account to which the Windows
SharePoint
Services Timer Service is configured to log on does not have permissions
to
the configuration database. A user account may not have permissions to

configuration database if the following conditions are true in the order

which they are presented:

a. You change the user account that is configured as the application
pool
identity for the administration and content virtual servers in Windows
SharePoint Services.
b. You do not synchronize the SharePoint Timer Service together with the
new user account information.

To resolve this issue, synchronize the Windows SharePoint Services Timer
Service together with the new user account information. To do this,
follow
these steps:
1. Start Windows SharePoint Services Central Administration.

3. On the Configure Administrative Virtual Server page, click Use an
existing application pool, click the existing application pool that you
are
already using, and then click OK.

II. The error message that is mentioned in the "Symptoms" section does
not
affect the functionality of Windows SharePoint Services or of Windows
Small
Business Server 2003. If you can connect to the Windows SharePoint
Services
Web site successfully, you can safely ignore this error message.

1. Click Start, and then click Run.
2. In the Open box, type regedit , and then click OK.
3. Locate, and then click the following registry subkey:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\SPTimer
4. On the Edit menu, point to New, and then click String Value.
5. Type DependOnService , and then press ENTER
6. On the Edit menu, click Modify.
7. In the Value data box, type MSSQL$SHAREPOINT , and then click OK.
8. Quit Registry Editor.

III. If you cannot connect to any MSDE 2000 instance or SQL Server
Desktop
Engine (Windows) instance on the Windows Small Business Server
2003-based
computer, you may have to turn on the Shared Memory protocol option. To
do
this, follow these steps:
1. Click Start, click Run, type cliconfg , and then click OK.
2. In the Client Network Utility dialog box, click to turn on the
Enable
shared memory protocol check box, and then click OK.
3. Restart the computer.

IV. File permissions on C:\Program Files\Common Files\System\Ole
DB\oledb32.dll are too restrictive may cause this issue.

Check file permissions on C:\Program Files\Common Files\System\Ole
DB\oledb32.dll against a known good

Administrators (Full Control)
SYSTEM (Full Control)
Users (Read & Execute)

If the issue persists after the steps above, we may need to reinstall
the
companyweb as the KB829114.

Meanwhile, I'm not sure migrate SBS 2003 to SBS 2008 or upgrade database
to
SQL server 2005 whether can resolve this issue or not.

Tried #1 by downloading the hotfix directly and it told me that I
don't
have
the program that the patch services... Before I try number 2 what
does
this
do as I don't what to stop any that may limit the access both
internal
and
external access as it works sometimes..
