The UAC is usually deselected. I cannot open the script to edit it and rem
out its contents.
I suspect that this may be a local user or group policy issue. Something
might have changed which I am not aware off.
This user is configured as a remote user on the server. How would the
policies interact on the client or the server with
remote user on the server and
local administrator on the local client pc ?
By this I mean that as an administratot of a local pc the administrator is
given 100% control of the pc but this is not true as a remote user on the
same pc. How are the policies managed on the local pc?

First off I blew off that SBS script on the server as it's not needed
anymore. The Vista workstation will have a UAC prompt due to that
script and it sounds like you aren't seeing the UAC window.

If you drill to the location of the script you can. I rem'd it out.
