Printing issues SBS 2k3 RC2

I have a very odd issue with printing.
I have 20 clients connected to a sbs 2k3 server, printers are and Lexmark HP and shared from server.
All drivers are up to date, Printers are mixture of HP and lexmark, HP Printers running on Standard TCP/IP and NOT HP TCP settings as these have historiclly caused issues and this site was no exception. and besides this issue affects all printers.
When any of the clients print, the job spools through the server to the printer and then jsut sits in the Q, if i then restart the spooler services the jobs all print.
if i try and print a test page from teh server then the test print job prints 100% unless there are jobs waiting (stalled?) in the Q.
Restarting the print job fails however i cn cncel the jobs in the Q.
Drive space is more than enough to handle the spooler service.
there are not any errors in the event logs on either the clients or server.
Clients are a mixture of vista business and XP Pro, all are up to dte.
Any help people would be very gratefully appreciated.

    ... The force part is to cause the local station to refresh the policy regardless of the version number in the policy, as by default matching versions are not updated but skipped over. ...
