For a client with a similar situation, where the building air conditioning is out of their control, I installed a network management card in their ACP 1500 UPS. The management card includes a temperature sensor and the APC software can be setup to shut down the server when the temperature exceeds your designated limit. I think that's the best you can do without air temperature control.
Dell's 2900 servers are rated to run in an ambient up to 95 degrees F. As others have said, as you get anywhere near that temperature the 6-7 cooling fans ramp up to full speed and it sounds like a jet engine. I set the APC software to shutdown the server at 90F. I don't remember now, but I think you can set the system to restart when the temperature drops to another preset limit. It does that by turning off the UPS, and then turning it back on. As long as the server's BIOS is set to autostart when power is applied, it should start by itself.
After a few shutdowns, your client might be convinced that air conditioning is a worthwhile investment.

Problem is this Clients office does sometimes reach 100degF and I am having trouble convincing them that they need an air-conditioned room for the server.

As a matter of interest what do you all do with regard to cooling your
servers? Are they just left in the middle of the office or do you have any
kind of professional cooling solution.
Servers will have at least 2 large fans, and they are not placed in an
area that can reach 100 deg F. I've seen servers stashed in closets,
then fail because the AC was not ducted into the closet.
We have small clients that keep their servers in the company owners
office, behind a divider.... Some keep them on a shelf above a limited
access area, others have dedicated hardware rooms where they have
AC/Heat and the room is locked - the best ones have a dedicated
Telco/Server room and AC/Heat is provided.
