Reading back in the thread, I think I see 2 NICs with ISA installed, and the only issue is DHCP leases are not being renewed?
Start an ISA realtime logging query, then attempt an ipconfig /renew from one of the workstations. Watch for blocked DHCP traffic. If you see it, check for custom rules in ISA, and either disable or delete them, or move them to a point in the order where they don't interfere.

a) Check the binding order of these NICs, and what is bound to each. The internal (lan) nic needs to be listed first, and the appropriate services bound to it.
b) don't attempt to run the CEICW if there are more than 2 enabled NICs, disable the NIC that's not either the SBS LAN or SBS WAN nic. CEICW cannot configure a box with 3 NICs.
c) is ISA installed?

I'll be honest, I've never seen SBS play well with three nics. It just has
too many assumptions on how it should be configured. If you are going to
run untangle, I'd reconfigure SBS as a single NIC machine and let untangle
do its job.
