That is likely because you are still trying to log in via domain
credentials. The machine should also still have its OWN admin account.
So, instead of logging in as "Administrator"
try logging in as "machine-name\Administrator"
You will, of course, need the password for the machine's administrator
account. If you don't have this then you may be looking at a re-install
of the OS.

Possible the 1 PC has static IP address assignments or has a static DNS
entry for the old server?
It's also possible that the library computer changed it's computer
password with the old server prior to swing migration and the new server
still has the old computer password. In this case just switch the
computer to workgroup (after verifying local logon with local computer
administrator) and rejoin the domain.
