Well, sadly, excluding those ports didn't help. After reinstalling 951746
browsing again slowed to a crawl, this problem resolved only by
re-uninstalling 9951746.

What do you tell CSS to get this to be a free call?

Did you put in place the exclusions? I've not seen browsing slowness
reported but please put those exclusions in place and if that doesn't
resolve it call CSS as this will be a free call.
