Thank you for the response and clarification.
Yes, if the issue only occur to certain users and not always occurs, I
believe it is not a Open Relay issue but email address spoofing. Here I
have listed some related article tell you the Anti-Spam Enhancements in
Exchange Server 2003 Service Pack 2 and how to protecting against Address
Spoofing such as configure Sender ID filtering and use IMF SCL to block
spoofing emails.
