SBS R2 comes with WSUSv2. So, just to be clear, did you install WSUSv2 from the R2 technologies disk? Or did you install WSUSv3? The group policy settings *are* different...

I can't get the client computers on my domain to register with update
services.
This is a brand new install, WSUS only sees the server, which was able
to update with no issues. I have 8 clients that I can't send updates
to. I do not see them when I look at the included computers tab in
WSUS, just the server.
I waited the 90 minutes. Nothing. I then ran gupdate /force on all 8.
Still nothing.
I did the install by the book, I updated Exchange, then I updated
Sharepoint, then installed WSUS. I got no errors. The clients are
functioning otherwise normally on the domain.
So far I've found no information specific to this problem.
I'm running SBS 2K3 R2 with SP2.
Any ideas?
