thanks for your suggestion; I'd looked at KB 935468 but discounted it as
although the event 7034 matches my situation, I have no event 1000 logged; it
appears the IS failed to start rather than started and failed. Following the
7034 I have errors MSExchangeFBPublish 8197 "Error initializing session for
virtual machine (server name) error 0x0008011d" and then MSExchangeSA 9175
"MAPI OpenMsgStore failed ... Exchange computer not available ... IS ID
8004011d-0526-000000". There is no suggestion of INETINFO failing. Could
there be another reason ?

Antivirus is Sophos SBE - I am reluctant to turn it off for testing as it
could be some time before the next power failure leaving the network
unprotected. How can I test if it is involved without that risk ?

A further thought - power failure causes the server to shut down without
first stopping Exchange (which I always do for a scheduled restart). Could
shutting down with Exchange running be the cause ?

This problem occurs because the Microsoft Exchange Information Store
service incorrectly calculates the offset value at the end of the header
(EOH) for corrupted messages. This behavior causes an access violation.

This hotfix is scheduled to be included with Microsoft Exchange Server 2003

More information:

The Inetinfo.exe process repeatedly crashes and restarts, and "Event ID
7031" and "Event ID 7034" error events are repeatedly logged in the System
log in Windows Server 2003

By the way, if you have any 3rd party anti-virus and anti-spam software
running like Symantec mail security, please temporarily disable all of them
for test.
