Terminal 2003, in SBS network. Fax client works, but cannot access outlook address book for numbers

I have a 2003 terminal server installed in a SBS 2003 network.

I have installed the fax client as an add component, and have then
added the printer.

Terminal users can fax out, but I cannot for the life of me access the
outlook address book(s) to find numbers. The only address book I can
access is the windows address book Main Identity or Shared Contacts.

I have tried adding the fax component as a service, no luck.

any ideas?
