Oops, just answered my own question...
When I click details:
The default Web site in Internet Information Services (IIS) is
missing.Windows Small Business Server 2003 Setup cannot continue Setup
because a default Web site does not exist in IIS.
You must cancel Setup, back up files for existing Web sites, remove IIS,
reinstall IIS, and then restart Setup.
Sounds like I may have to rebuild...

Small Business Server. You can select items for installation or
reinstallation. This is a non-destructive setup, you won't lose what's there
already.

I have the task of configuring exchange on a small business server that
someone else setup. I went to the wizard to allow e-mail to flow in to
the
server and it failed. Then I noticed that I am also missing outlook web
access and the entire default website tab under IIS.
Will reinstalling Exchange/IIS fix this problem? Or do I need to
reinstall
the entire server? I have a bunch of Data on my D:\ drive I would like to
keep, which should be fine if I just reinstall the Windows on the C:\
drive.
However, I would like to avoid rebuilding the entire active directory (40
or
so users) and having to rejoin all the computers to the domain, set up
permissions on shares, etc...
