In the Partner NG they ran/analyzed MPSReport
(http://download.microsoft.com/download/b/b/1/bb139fcb-4aac-4fe5-a579-30b0bd915706/MPSRPT_SETUPPerf.EXE)
to identify the problematic driver(s). I don't know if this is something an
individual can do--generates a lot of data--or if there are special
utilities needed to analyze. I used the Partner NG
Microsoft.Private.DirectAccess.Win2003.Setup-Deployment. It took a bit of
prodding to get them to take the problem seriously, but they finally did
come through.

OK, NON plug and play, check. Unfortunately I didn't see any non-started

In Device Manager, and assuming you can see the "Non Plug-and-Play
Drivers" catecory (left-click View, then Show Hidden Devices),
right-click a device and left-click Properties. The middle tab is
"Driver." This tab has a Startup box in which you can select Automatic,
Boot, Demand, System, and Disabled. There is also a Current Status box
that tells you the state of the driver--Started, Stopped, or Disabled.
There is also an Enabled/Disabled tab on the General tab. I had to
disable both of these to get rid of the Service-start error.
Note that changes to the devices often require a restart.

Unfortunately I don't use Trend so that doesn't help me. Maybe one day
I will have the time to try your method. I had a quick look at the
Device manager but couldn't see what you were describing:
- no "Plug and Play" device, even with hidden devices turned on
- where is this "drivers" tab you speak of?

Well, I solved it for me. I recently installed Trend Worry Free
Standard on a machine that formerly was a member server and that had
had the Trend 3.6 client on it. Apparently the 3.6-client uninstall
didn't remove some old devices--TMACTMON, TMEVTMGR, and TMCOMM. In
Device Manager, (Hidden Devices), Plug and Play, these three were
showing as enabled but in fact a check on the Drivers tab showed the
first two, though set to load Automatically, were not running and the
third was stopped/disabled. I set both the drivers and devices as
disabled on all three and the error went away. Then I uninstalled those
three devices. Trend is running fine now, and the error is gone.
Took only 14 reboots rather than 150+.
