Work arounds with Terminal Server

Hi,
I was wondering if there was a work around (other than a completely
different server) to not
being able to run a SBS 2003 in App mode while using TS? I have a user
logging in remotely
and I need them to be able to run a program, I can run it with the Admin
account but not his
account. Would something like Citrix be a better solution?
