You don't need to do it for all PCs. Just create the profile you want on one PC (by logging on as some user account and manipulating the settings) then as domain admin, copy the profile (using control panel tool) to the Netlogon share on the server and rename it Default User. When a user logs on to any domain PC for the first time, the profile from the Netlogon share is used. You can also use roaming profiles so that a user's settings are maintained when they log on to a different machine.
