Please allow me to confirm that my understandings are correct. As I
understand it, the issue is:

You want to know how to create standard personal settings for all the
clients from SBS server.

If I have misunderstood your concerns please feel free to let me know.

Based on my experience, you are unable to create such a profile for all
users.

In SBS environment, we recommend that you add the clients by using
http://sbsserver/connectcomputer and following the wizard to join SBS
network. Also this wizard will help you to create user profiles and Outlook
configuration. If you want more specific settings, please adjust the
settings by using group policy.

And besides Cris and Stephen's great inputs, I would like to share more
information about group policy for you:
