Problem Description:

You have installed SBS 2003 with Exchange server on it and would like to
allow users to gain access to exe files

Cause:

By design issue

Resolution:
===================
1 - check anti-spam/anti-virus gateway
2 - SBS with CEICW to configure attchment
3 - configure Outlook allowing exe files via system registry
