From the event log, we find the following error:==============

Description: Initialization failed because the driver device could not be
created.

From the MPS report, I find the XP client does not listening on TCP port139 and 445 for SMB.
Therefore, I think the NetBIOS disabled in ipconfig /all outcome is the
root cause of this issue.
I think the corrupted related register key or TCP/IP protocols on the
client causes this issue. I suggest you perform the following steps:
1. Check the register key on XP:
a. Please open registry on the XP client
b. Open
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\NetBT\Parameters]
c. Ensure the "TransportBindName"="\Device\"
d. Ensure the "SMBDeviceEnabled"=dword:1
e. Restart the XP
Does the System event error 4311 disappear? If yes, please test the
connectcomputer wizard again.
2. Please use the steps in the following KB to reset TCP/IP protocol on the
XP:
Note: You can backup your XP before you reset the TCP/IP protocol

Then, test this issue.
If we cannot resolve the issue after we perform the steps above, please
help me collect some information for further investigation:
1. Please export all
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\NetBT\Parameters] on
the XP and send to me.
2. Gather MPS network report on the client PC again and send to me.

Thanks again for your on going assistance on this.
I. As far as I am aware this computer was not previously joined to a
domain that had policies that disabled SMB signing.
I checked all the registry entries and only one needed changing. I
changed the below from 0 to 1:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\lanmanserver
\parameters\Enablesecuritysignature
II. "All Computers" was already selected for the Sam account. I
following all your steps, I rebooted, but the problem stay persists.
III. I deleted the account Sam and the computer, ran the Add User
wizard again and added the user and PC back, but still the same issue
when running the connectcomputer wizard.
1. I connected the PC directly to the server, but this did not make
any difference.
I have run the MPSRPT_NETWORK.EXE utility on the client PC, and I have
emailed you the CAB file.
NetBIOS is still listing as Disabled when I do an ipconfig /all. But
on the NIC "Enable NetBIOS over TCP/IP" is selected.
I hope you find something.
