Thanks for your reply and information.
Let's go further to check the next steps. I have performed more search on
this issue, and I would like to suggest that you try the following steps:
1. Make sure Wireless Zero Configuration service is running on XP clients.
Check it on services.msc.
2. Make sure "Automatically connect to non-preferred networks" is not
enabled on the wireless client. You can check it as below:
a. Open ncpa.cpl
b. Right click your wireless connection and choos Properties. Go to
"Wireless Networks"
c. Click Adavanced button and make sure "Automatically connect to
non-preferred networks" is not enabled.
3. Check the following KB article:
A client computer cannot connect to a wireless network if the wireless GPO
is applied to a wireless network server that is running Windows Server 2003

3. Creat a new wireless GPO with higher priority than the old wireless GPO.
Then run the command: gupdate /force on client, check what will happen.
4. Upgrade wireless client for Windows XP to newest version as a test.

If the problem still happens, please help to send the logs as my previous
reply, we may need them for further analysis. Also, please help to collect
the following information:
1. Referring to the following KB to enable wireless zero configuration
service logs on problematic client, then send the log to me at
v-gzwang@xxxxxxxxxxxxx
Capturing debug and diagnostic logging from WZC for wireless NICs

Please tell me the old SSID(with WAP) and the new SSID(WEP).
2. Run the MPSReport_Network on problematic client as my previous
description and send the logs to me at v-gzwang@xxxxxxxxxxxxx
3. Have you applied XP SP3 on XP clients?
4. Whether your SSID be broadcasted?
5. Have you extend your AD schema for Wireless Vista wireless as below?

6. How do you deal with your old wireless GPO(WPA)? Delete it or modify the
settings to make it work as new GPO for wep?
7. Enable wireless trace logs as below:
b. At the command prompt, type netsh ras set tra * ena, and then press
ENTER. This command enables tracing.
c. Restart your computer.
d. Note the time, and then reproduce your wireless problem. Write down how
long it took you to reproduce the problem.
e. Move to the %windir%\Tracing folder. This folder should contain the
following files:
Wzctrace.log
Eapol.log
Rastls.log
Wzcdlg.log
Xmlprovi.log
Netman.log
Netshell.log
Please help to send those logs to me at v-gzwang@xxxxxxxxxxxxx for analysis
together with the time that it took you to reproduce the problem.
f. Click Start, click Run, type cmd, and then click OK.
g. To disable tracing, type netsh ras set tra * dis, and then press ENTER.
h. Restart your computer.
