Please allow me to confirm that my understandings are correct. As I
understand it, the issue is:
Your SBS stuck at "Applying Personal Settings" screen and Outlook on
clients shows disconnected to server.
If I have misunderstood your concerns please feel free to let me know.
Suggestion :
==============
For your issue, I would like to suggest that you check the below steps at
first:
1.Let's disable all startup items and third party services when booting.
This method will help us determine if this issue is caused by a loading
program or service. Please perform the following steps:
a. Click the Start Button type "msconfig" (without quotation marks) in the
Start Search box, and then press Enter.
Note: If prompted, please click Continue on the User Account Control (UAC)
window.
b. Click the "Services" tab, check the "Hide All Microsoft Services" box
and click "Disable All" (if it is not gray).
c. Click the "Startup" tab, click "Disable All" and click "OK".
Then, restart the computer. When the "System Configuration Utility" window
appears, please check the "Don't show this message or launch the System
Configuration Utility when Windows starts" box and click OK.
Please test this issue in the Clean Boot environment, if the issue
disappears in the Clean Boot environment, we can use a 50/50 approach to
quickly narrow down which entry is causing the issue.

2. Disable Exchange service as a test. Below is the steps:
a) Boot the server into safe mode.
b) Run msconfig.
c) Uncheck Exchange related services on Services tab and reboot back to
normal mode.
d) Check whether the problem persists. If the issue not happen again,
please check eventlog for related information and send back here for
troubleshooting.
3. Clean user profile hive as a test.

5. It also may occurs if you had hard disk Failure or hard drive mirroring
broke. Please make sure your hard drive working well by run the command:
chkdsk /f .
6. If you had applied Windows Server 2003 SP2 on your SBS server, please
check the following document:

7. Create a new user account with Administrator Template, and try to logon
SBS locally to check whether the problem happens
