Hello Greg,
Thank you for your post. My name is Robbin Meng, and it is my pleasure to
work with you on this issue!
Please allow me to confirm that my understandings are correct. As I
understand it, the issue is:
The POP3 connector manager on the SBS server is not working correctly to
receive POP3 messages. Moreover, the Help & Support don't work. You would
like to know if this issue is caused by not applying certain updates and
wondering of installing Exchange Server SP2.
If I have misunderstood your concerns please feel free to let me know.
I agree on Franky's advice that it is always correct to use Exchange BPA
tool and analysis what updates you have not installed especially critical
updates. Exchange server 2003 Service Pack 2 is a combination of all
previous critical updates, it fixed many known issues and greatly enhance
the Exchange security and include many new features like IMF v2.0 etc. I
strongly suggest you install SP2 for long term consideration. Moreover, the
SBS 2003 Service Pack 1 also need Exchange server SP2 to be installed as a
prerequisite.

In addition, please use another exchange user account to test again to link
to the POP3 mailbox account via POP3 connector Manager.
If the issue persists, please help me to collect more information:
