We have an aged SBS2003 (retail license) server that we are going to
replace with a new Dell Windows 2008 or 2003 Server (not SBS!!!). Can
we transfer the 15 CALs from the SBS2003 to this new server? If so,
how?

We have not yet decided if we will buy 2008 or 2003 Server. We are
not purchasing SBS.
