You need separate CALs specific to the SBS. Since this is a test environment, and SBS comes with 5 CALs which you can assign them to either devices or users, you should be able to do your testing without extra expenses.
That of course implies that you have either 5 users or 5 computers in the test environment.

we run a Windows 2003 domain with Exchange, ISA, SQL, IIS etc. on separate
servers. We have 25 users. For disaster recovery planning purposes we have
decided to run a SBS 2003 R2 server in our recovery centre.
Obviously we need to purchase the SBS 2003 R2 server software, but do we
have to purchase separate SBS 2003 CALs or is there a way to use our
production network CALs on the SBS domain?
