Great. I've never figured out what got us sanctioned. The obvious possibility was a remote office staff person who moved and sent a change of address notice to her whole address book, but she swore it wasn't anywhere near that number of people...
And I went looking for rootkits as I often due, give the high volume of fairly targeted spam I see to our addresses--and didn't find anything.

OK...it appears to be working using their smarthost server and authentication.
I highly doubt I will besending over 500 messages in 1 hour, so no worries
there.
Thanks for all the help...very close to cancelling the service.
Verizon has MANY complaints about their Fios router not able to go into
brifge mode anymore. Hopefully, all the complaining will make them do
something.

FWIW, I can confirm that the instructions Teneo gave will allow you to use
Verizon's smarthost. I have done this in the past.
It is also useful to know that even the business class service with static
IP (I have it, in the DSL flavor) uses IP ranges which are considered
dialup.
You should also be aware that Verizon's policies will shut down access to
their smarthost for 24 hours if you send more than 500 messages in a single
hour--and that there is apparently no appeal possible from this sanction.
I would recommend using a different smarthost, even with Verizon's service
as ISP. We use our own web server which is hosted by a different ISP.
