In the meantime, I'd like to suggest you check the problematic
user's/users' mailbox to see if there is any corrupted/large email that
that may cause the mailbox to run abnormally.

Regarding the work round, I agree with you that you may certainly
backup/export the current mails to a .pst (personal folder file), then
delete the current user's mailbox and re-create a new one. After that
import the .pst file to restore the old mails.

However, we can use the Isinteg.exe tool to check and to fix the integrity
of the information store databases including the private information store.
